Precision and Accuracy
a) Precision depends on the human factor, the level of     understanding of what needs to be measured.  Level     of involvement.
    Lack of precision means blunder.  They are often     inconsistent and difficult to correct.
b) Accuracy is contained in the tools.  It depends on the     quality of the tools.
    Inaccuracy means error.  Errors are often systematic     and can therefore be detected and corrected.
